Maybe he either doesn't know about it...or suspects/knows it's going on and is trying to do something behind the scenes...I'm sure if this is the case and he's in DA3 we'll probably hear about it.

Fenris is easy.... just tell him everything he wants to hear and don't take him on quests that are pro - mage. Unless it's one where you don't care. Grace is a turd anyway so I never feel bad about turning her in. lol
And I think Cullen is just information gathering throughout the game.... so he'll have more reason to stand up and say "Nay!" in the end to the tyranny.

2. @ LolaLei - I think Cullen was being a pansy. Honestly. You can see him building up to his serious doubts all throughout the game until he finally gathers the courage to put Meredith down (and then partly because he knows he'll have the Champion's back and be able to actually do it)
That, or Meredith is intentionally shielding him from her actions, knowing that he'd disapprove of them (notice he's always hanging out in the merchants' section of the Gallows away from most of the other NPC's, just chilling out and watching the public activities, or the "friendly face" of the Gallows).
