Aveline wasn't in the middle of the story unless she was at Hawke's side so I think her need to ask Hawke's opinion is a non-issue. Cullen however is in the middle of what Hawke is doing and he does make certain decisions for himself, like defending the mages that surrender during Meredith's annulment of the Circle. His commanding officer is standing right there, with her big shiny sword and it's him that says "No, these mages have surrendered". Hawke simply backs him up. The other knights would have done whatever their Knight Commander ordered in that moment and that made Cullen the lone dissenter. He didn't do that because Hawke said to. If Hawke backs him up, the mages are saved. If not, the mages are killed anyway. In that instance, in order to save them, Cullen would have had to fight off his commander, several knights and Hawke. Not the best odds, methinks... Should he have if he truly felt the way he did? Yes. But that is where the devs risked making Cullen's fate final. It would have been more believable but the devs weren't ready to sign off on our favorite templar yet.
As for letting Hawke go in a pro-mage ending, I think it was only fair. He knows he had Hawke to thank for saving the city and countless lives, that he himself and all of his knights would not have stopped Orsino or Meredith. At least, that's what the player is supposed to think... but I digress. It just seems rather sh!tty to arrest the one who just helped save your skin and your home. That's not being indecisive, that's being fair and honorable in my book. He's willing to accept that he may regret his decision later and be asked to answer for possessed Hawke's actions, if that's what happens down the road. Meredith didn't have such strength - she had fear. No matter how wrong her actions, she continued and became ever more cruel because of her fear. The idol certainly hadn't helped but she was responsible for the Circle's increasing misery. Some of the knights and mages will say how things have changed for the worse since Meredith became Knight Commander. Cullen could have just as easily slipped down her path and mere months after Broken Circle, it seems he's well on his way. But he pulls out of that and begins to change his views. It would have been easier to run with being Meredith's crony, to not question. He'd have risked nothing and gained much to simply become the best damn sycophant in Kirkwall. At the end, however, he stands against his fellows to say, "This is wrong." Having a friend in that situation simply allowed his input to be heard. Which tells you how much Meredith valued his opinion by the end...
It's actually kind of amazing that the ramapant abominations and demons didn't shove him right back into a "Mages are eviiilll!" frame of mind.
