Being in the dark about her concrete plans, as Lola's suggesting, though is different from having a feeling Meredith's going in the wrong direction. He admits the latter explicitly in Act 3 when you chat with him in the Gallows' courtyard and ask how he's doing. He says: "After what happened in Ferelden, I told myself I would never again question the purpose of the Order but it grows harder each day to tell if I am serving the Templars or only the Knight-Commander. I think saying that Cullen was likely kept in the dark exonerates him too easily. I think when he says that "the tranquil solution" would have been better than what he fears may occur suggests that he KNOWS Meredith has taken steps in the wrong direction but that he isn't doing anything about it. I think at this point Cullen knows Meredith is crazy, but he doesn't want to admit it to himself, and so he's paralyzed, not wanting to disobey his superior, but feeling uncomfortable with what she intends to do.
So, he's not an idiot; knows things have gotten worse. But at that point he still defends Meredith. He has "seen madness before...but she is not there yet." Still doesn't tell us if she's confiding in him, however.

But with Cullen, I think the big personal crisis for him is separating Meredith's orders from the Templar Order, hence why he's so wishy-washy (in my personal view ofc).

Anyhoo, so, yeah, I think he does know things aren't right, he sees how the mages are treated, and indeed he still hasn't done anything at this point. But I think it's still an open question if he knew she had actually gone around Elthina for the Right of Annulment already. If only we could ask him...

ah, totally, agree. I think that's the defining question for him... Does he follow his conscience (aka what he thinks the Order stands for) or Meredith's master race paranoia? Then, further, what will he do when that ideal Order turns back into a Mage-hunting Inquisition? Then what will he have left to believe in? Aaahh, new idea! He becomes super religious, going back to the original words of Andraste to find some meaning to his life's work. Crazy Hermit or monk? When I played ME3, I actually threw my controller to the floor really hard in a fit of rage over some part I hated and made me sad. Then the joystick didn't work too well so I had to buy a new controller haha.

I think all husbands, boyfriends, family, pets, etc.. should be warned and fully aware of what could happen if all the Cullen fans gets their hearts broken by BioWare.
