Hmm, I think he'd have to be "love" before he shags you... so I think he'd declare it at/during/after the first hook up. And, I see him sorta agonizing over tell you. Like, you have a close call with some battle and he decides he has to declare himself after that. ( I suppose that's sorta Alistair-ish, tho, isn't it?) But I see there being some catalyst like that, like almost losing you.
I could also see something funny, like one of the companions tricking him into admitting it while the PC is listening, so he has to fess up.

Not too forward but still accepting. If you insist you're friends, he backs off. You insist on shagging right there, he backs off. So you have to take it easy, just keep accepting his overtures and picking nice things to say and eventually he'll say "Alright! I can't take it anymore! You're driving me crazy! I can't think straight and I feel like my head's about to explode! Here's the thing..." He makes his desirs known (even though we already knew
and asks to be with you. It's really sweet. <3

That was one of the better things about DA:O romances, to me - it wasn't "one <3 button per conversation = romance." There were many different avenues to it. Even when it comes to your first night with Alistair - you can invite him to sleep with you or you can wait until he goes crazy with desire and pretty much begs you to spend the night with him. Awesome! And both ways are great for different RP choices.
One of my favorite things to do on a playthrough is initiate the "wow you're handsome!" conversation, and then tell him not to get worked up about it. It earned you a small amount of disapproval for being a tease, but it showed that Alistair wasn't fooled by your comments and knows that you both know he's hot. And then he still initiates the romance later.
Totally worth trying!

Nah not exactly although:O:O:O:O:O rofl. No I think he'd be a bit more like the Disciple from Kotor 2 and have a certain admiration of the PC while retaining that inability to express himself properly. I mean the PC wouldn't be his first crush, but I don't think he'd be able to talk to a woman yet in a romantic sense. He'd stutter for a moment before shutting up and gathering his thoughts.
He might come off creepy at first but if the PC really thought about it then she'd realise he just comes off a little to strong. When he'd say I love you I think the actual saying of it would be tender and loving rather than awkward and forced. It's just before that he might have a little bit of trouble. I imagine he'd be sweating a little bit.

Personally, I'd like his love declaration to be after the protagonists near death experience. Like, perhaps he'd run over to her on the floor distraught. Later as she slowly comes to, he'd be so revealed/over come with emotion that he'd blurt out "Thank the Maker! You're alive! I thought I'd lost you. I don't know what I'd do if..." *another of the companions come over to check on the protagonist*
Then later on in camp one of the companions will mention that Cullen hadn't left your bed side the entire time you were unconcious, choosing to watch over you should the worse happen. You then approach Cullen who is off on his own somewhere thinking/reflecting, which is when you'd thank him and after a heart to heart he'd declare his love for you.
