Not a position she can just walk away from on a moment's notice, especially since she seems to be firmly committed to. But I want her to be with Shep again somehow, I hope.

Impossible. The events of Lotsb are considered canon. If you don't do Lotsb and then import that file into ME3, the game will assume you did Lotsb anyway, same goes for Arrival DLC. As such, Liara will ALWAYS be the new Shadow Broker in ME3, no matter what.

I definitely think that recruiting her will involve saving her from the Shadow Broker ship as Cerberus invades it nd destroys it (Keep in mind they're the only ones outside the Broker's most elite forces who knows where it is). She'll still have her forces and the info she learned, but the base will be gone.
It'd be kind of lame for her to just randomly show up and go "Hey Shepard! Ready to go now! Huh? The base? Being the Shadow Broker? Oh, the cleaning ladies can take care of that."

From what is shown in both the E3 demo as well as the squad leader trailer, Cerberus still has massive resources available. Not only that but TIM's base was raided by a turian fleet before and he survived, albeit with substantial losses. Being in a galactic war against the Reapers, it's doubtful any race would/could spare ships and men to apprehend TIM.
Also if the base goes down, most of the databases will also be destroyed. Depending on the speed of the attack, Liara might be able to save some data but not nearly all. Finally, the Shadow Broker depends on contacts which have infiltrated all over the galaxy. A lot of these contacts will be killed by the Reapers so I think either way, the shadow broker is finished.
It would make for a good entrance if the base is under attack, Liara is extracted safely but before she leaves, she manages to copy some important data from the archives and spends the next few missions on the normandy analyzing the data, looking for clues to some prothean tech that could help stop the reapers -- As long as they don't turn it into a deus ex machina, I'm good on this.

Dialogue differences dont necessarily equal a drastically different story though.
I'd bet on Liara being Shadow Broker whether or not the DLC was completed.
The difference I would imagine, is that those that didn't do the DLC get some explanation from Liara on how she became Shadowbroker, and maybe she's mourning Feron's death.
