Sounds like there will slight differences if you didn't do the DLC.
Dialogue differences dont necessarily equal a drastically different story though.
I'd bet on Liara being Shadow Broker whether or not the DLC was completed.
The difference I would imagine, is that those that didn't do the DLC get some explanation from Liara on how she became Shadowbroker, and maybe she's mourning Feron's death.
Oh, in that case I totally agree on both counts.
