Warden Commander armor is leveled to whenever you get it. If you wait until level 20 or higher you should get a T7 set. The bonuses are the same, but the armor values scale up to match all the other massive dragonbone stuff.

You can level up warden commander's armor by selling it to a vendor, leaving the area and then returning. I suggest selling it to the vendor in your party camp. When you return, it will be upgraded to your current level. Of course, you'll have to pay full price to get it back so this can get expensive if you do it too often.

agreed. i go with either Legion or Blood Dragon armor for my pick for best plate armor in the game. Wade's Dragonbone Plate is excellent as well, particularly if you're needing the stamina regen.
if you're not looking for set bonuses or anything though i'd just mix and match. i think a mixed set of high end items gets the best results out of anything to be honest. this is probably even more true for DPS role than for tanking role.

The set bonus gives health (15 I think, the equivalent of 3 con) and reduced fatigue cost, which is great for talents, and the individual pieces give +15% crit/backstab damage (which can be more valuable than +3 damage from the Legion set in some situations, and in all situations if you hit a 20% critical rate), +1 armor, +0.5 stam regen, +50 stam, +10 fire res and +10 physical res. It's a very solid set.

Can you clarify one small detail, please? When you sell it to the vendor, does the upgrade happen immediately (as in buying it right back), or do you have to close dialogue, and buy the new version? Also, can you do the same thing with other armour/weapon types even if they have runes?

Wade's MEDIUM dragonskin armor gives you the largest fatigue reduction bonus in the game. It will actually put you in the negative, which will reduce spell/talent costs, on top of additional stamina regen.

is the warden set the only thing that can be sold and rebought at upgrade? tried it at camp for the elven armor

That's what I do too. If I don't plan on using the Superior Dragonbone, then I get the Superior Dragonskin for Wynne or my mage Warden.
The only problem is it will draw more aggro (a lot more critters start ignoring Alistar and starting running after my mage when he dons dragonskin instead of robes) but if you have adequate CC (my mage has full glyph and mindblast line of spells, plus Misdirection Hex for serious melee threats) that can be managed.
If you're using it on a non-tank frontliner, especially a high DPSer, I still recommend going for Dragonbone. IIRC the threat mechanics only differentiate between none, light and above-light armour, so you draw the same threat whether you're wearing medium, heavy or massive armour. And you need only 8 more Str to wear dragonbone compared to dragonskin.

Legion of the Dead, Evon+Wades(Probably best armor set in the game) and Warden Commander are good for non tank warriors.
Im particularly partial to giving my two hand warrior Executioners Helm, Blood Dragon Plate, your choice of gloves, Warden Commander Boots and Chasind Great maul/Nugcrusher for some insane skill spamming bonuses(+175 or so stamina for example). Legion of the dead I think is a bit better for Duel Wield Warriors or Damage/Str focused Sword and Shield warriors.

Your character probably looks like a rainbow lol. I like style more than overpowering myself, so I just use the whole Warden Commander's Armor set. I even have Alistair in a crummy veridium tier Chevalier's Armor (looks so freaking awesome). Anyways, I'm playing on nightmare, and I don't really see how underpowering yourself makes the game any more difficult...
