It turns out Harbinger has a qoute on each of Shepards squad mates. http://masseffect.wi...)/Battle_Quotes

Does he confirm here that Tali/Quarians are cybernetic augmented?

It was already stated that quarians have cybernetics in them. It helps their immune systems and health. Before a quarian goes on a pilgrimage, they are given cybernetics.

I recommend going to the Tali thread if you have any more quarian-oriented questions and topics. =)

It's a shame you can't search in thread on this forum

back on topic the codec source you where looking for was probably this one:http://social.bioware.com/forum/1/topic/105/index/2407206/1

Codex...
Other species tend to look down on the quarians for creating the geth and for the negative impact their fleet has when it enters a system. This has led to many myths and rumors about the quarians, including the belief that underneath their clothes and breathing masks, they are actually cybernetic creatures: a combination of organic and synthetic parts.

Even the codex says it's a myth/rumour.

Harbinger seems more trustwhorthy as a source here because he likes to judge people  and he's genuily intrested in that sort of stuff (altough if you read between the lines he doesn't like Turians for no particulare reason and he's somewhat comming on to humans)
