The castless dwarves get Tatoos and can venture to the surface and to the market in dwarven cities.
Dwarf surfacers get no tatoos or sometimes have them magically removed (if they used to be castless) and are not welcomed in the Dwarven Cities.
If I'm playing the dwarven noble origin, should get a tatoo or not acording to dwarven custom?

Imo you were sentenced to death, that's why you didn't get a tattoo.
My guess would be that if you're a noble, then you'll get a tattoo when you're left to live, are removed from the history and then get branded and shipped off to the slums.
Also dwarf surfacers have their 'tattoos' painted on while they're in Orzammar and just wash it off when returning to the surface since it is no longer needed up there.
