In Mass Effect 2, the number was increased by five.
Alot of people here have been campaigning for their favorite characters returning as "permanent squad-mates in Mass Effect 3.. I can understand that (I guess) Those in this camp have become very attached to those folks. Some want to finish the trilogy alongside the NPC's that they begin this great adventure with... I can't speak for anyone else of course; and I might be in the minority here - but I have to say:
I really like how BioWare decided to flip the script (so to speak) in ME 2.A New Ship. A New Team. A New Crew. And a New Sponsor. But i must confess that on my first two or three playthroughs that I hated working with Cerberus (in a way) And when I got the opportunity to have my Spectre status reinstated.I went for it.But I was disappointed in how BioWare had the Commander say to the Council, "Will I have to give reports?" and the Salarian Councilor said: No.That is unnecessary." This cheapened becoming a Spectre again. It made it appear as though Shepard was a Spectre in name only. And I may be one of the few people who really liked all the reports and accountability that Shepard had to deal with in ME 1.When you went back to the Citadel after a "primary" mission; Anderson and Udina always had something to say about it and etc...
What I'm getting at is this: I WANT TO BE A REAL SPECTRE AGAIN IN ME 3 GODDAMMIT

There are some good threads around these parts. Bioware has spoken of how Shepard may feel isolated at times during ME 3.Personally I don't see why that should be.In some ways Commander Shepard is very akin to
Hal Jordan the first human Green Lantern. Both institutions the Green Lantern Corps and Spectres - entrust those
who are deemed worthy of joining their ranks with great power and authority to protect and serve the galaxy.
I don't know about you - but (as much as I like the team in ME2 and 1) after working with genetically engineered super beings, manslayers, super scientist, criminals, robosapiens and soldiers for hire.My Shepard wants to be among his own kind once more...I'm not talking about ****** sapiens.I'm talking about the Fraternity of Spectres.I know that it is very unlikely that BioWare will go in such a radical direction in ME 3.But think about it - it could be really cool:
The first human Spectre working with and interacting with fellow Spectres who all have been doing what they do alot longer than he has.Let's be real here. For all Shepard did in 2183 - there must be some who have been a Spectre for hundreds of years for crying out-loud.The Council mobilizes the Spectres to repel the Reaper threat and make alliances.Who will lead the team? These people are all like Type A Personalities
Which could allow for some really memorable scene stealer moments...
It's a shame that Tela Vasir died and was not allowed to redeem herself. But I did like her though.I want to meet more Spectres in ME 3.
And now we come to:
Primus inter pares (Greek: Πρῶτος μεταξὺ ἴσων, English: the first among equals or first among peers) is Latin phrase which indicates that a person is the most senior of a group of people sharing the same rank or office.
When not used in reference to a specific title, it may indicate that the person so described is technically equal, but looked upon as an authority of special importance by their peers.
Commander Shepard is not the most senior of this group, but he is the closest authority on the Reapers of them all.I feel as though for those who left Cerberus and returned to the service of the Citadel Council.BioWare should have exclusive content - An expansive DLC should not be out of the question. If Shep could be without his ME 2 team during the DLC: Arrival.Than I see no reason why he could not go on "special Spectre business" during Mass Effect 3...
