made me a nice lookin fallen paladin class to see if i could. no matter what i do, the class can't be taken at level one.
is this normal?
So, can i only make prestige classes then?

Yes, that's normal. Character creation process is hard-coded.
You can use PRC character creator to make characters with custom classes from lvl 1.

There is already a "fallen paladin" base class in the PRC - the Anti-Paladin.
Might want to take a look at it.
As Alex has said, one does need the PRC character creator (a big thanks to ben for updating it, and fixing the problems from before!) to take a 1st level in it, however.

If you want to give the player the option to select a custom base class at the start of the game, you can modify one of the existing base classes to resemble your custom one. The spell casting abilities of the base classes are hardcoded however. So... this makes it nearly impossible to do for new spell casters.
The PRC's solution to spellcasting is not in my opinion worth using. They turned all spells into feats.

In my opinion that's the best way to do this without hacking the exe, and you can get used to the system very fast.
