Meredith would've probably slain Elthina eventually and called it a "mercy killing for her friend" using the reasoning of maleficarum controlling her, along with any other Chantry sisters that assumed the role of Grand cleric. She would probably use the same reasoning. Eventually, they'd either side with Meredith out of fear or agreement.

Indeed I wondered on my first playthough of DA2 (when I refused to help Anders and he pulled it off anyway) if Meredith didn't arrange some covert aid to Anders to help her eliminate a "problem" of hers (Anders would almost certainly be too stupid to pick up on it).  Even though I don't think this anymore, I do think that Anders merely beat Meredith to the punch.  Meredith would have had Elthina killed or arrested very soon anyway.

You both realize that it is the death of her friend, Elthina, which pushes Meredith off the edge in the first place, right?

....I honestly think Meredith was pushed off the deep end well before that. She was actively seeking the Right of Annulment, even going over Elthina's head after being given a definite "no."

Meredith was seeing blood magic everywhere, so she tightened her grip and the mages became more and more desperate.

Meredith was also consolidating political power. She was not allowing any noble in the city to step forward as a potential Viscount because she feared for the safety of everyone...when in reality as a templar she shouldn't hold that position anyway. She was also trying to get rid of Aveline as the Guard Captain and the city Guard so the templars could take over that responsibility. Aveline was fighting templars out of her office with a stick in Act 3 because they wanted her out and proven incompetent.

Nope.  Meridith was looking to slaughter all the mages long before Ethina gets blown up, and she was also clearly "fruitloops" long before then as well.
