I accept that not every character that was a squad member in ME2 can come back as an FTE squadie in ME3. BUt I want to meaningfully interact with all of them, and feel like they are still an important part of the story. I suggest this:
Deploy non-full-past-squadies for specific missions and have them report back to you. who you deploy for which missions has consequences. for example, you can send samara to asari space to do x, or to an unknown system to hunt down y who is threatening the galaxy's success there. Kasumi has to go rob a highsecurity joint to get important classified tech in on the Reapers. etc etc. you choose who to deploy for which need, and if you send the suboptimal choice it may not work out. and maybe need to priotize the missions so that suboptimal choices are necessary.
Have them contactable via personal computer on the Normandy, where you can periodically check their progress. then their mission culminates with a full cutscene interaction where you discover whether they succeed or fail, and even whether they live or die.
what do you think of this idea? it gives the idea that everyone is contributing, and that shep cant personally do it all alone.

I just want to say one thing.
The Devs are in the final production stage. They won't be adding things like this. I wish people would stop asking for things to be added.
If we want to wait another year or two then they can add more, but they have a release date and I guarantee you this game will be in full testing mode before the end of the year. Which is coming up rather quickly.

Casey Hudson tweeted about a week and half ago that he had started a full play through of ME3. Which means that the game is about done except for some polishing and testing for bugs and glitches. I can see this game being tested longer than most with the '1000' different variables. We don't need a ton of import glitches like Conrad Verner in ME2 to happen in ME3.

Conrad responded to you in the bar assuming you did the renegade dialog choice on him in ME1 in which you pointed a gun in his face regardless of what you picked. The paragon choice never occured in gameplay in ME2. Hence the glitch
