we bought a second-hand ME2 . Of course, the cerberus code was used.
We bought cerberus from the xbox live market, but only 1 profile of the console can use it.
What did I miss !? I mean, each we buy something from the market, it's usable ofr all the profiles of the console, as the dlc is registered to the console, not the profile. And it's even specified in this particular DLC !!
What's the problem here ?

You have a basic misunderstanding of how dlcs are registered. When a dlc is purchased normal circumstances dictate that everyone can use it. That's how dlcs should work. It is a combination of Gamertag and console.
With the Cerberus Network, or EA dlcs in general it would seem, we have the added complication of the EA account as well. These dlcs need to be cross-verified between Gamertag, EA account and the console.
In your case there are several things that may be a reason why another account cannot access the Cerberus Network. For instance, you could have changed your 360 at some point; it could be that you're trying to play offline.
Some have noted a sign-in 'trick' to enable others to use it if the standard options don't work. From what I understand it means requiring the Gamertag which the dlc is registered to is signed in on the second controller. Can't find the thread where this fix (though I personally only see it as a temporary solution) is posted though; so I can't really comment further about it.
