However, Bioware has said that they expect the average player to be anywhere between level 18-22 by the time they finish the story. That being said, I assume that a completionist who tries to do as many quests and things as possible in each playthrough will probably end up hitting level 25-28. Again, that's a guess.

I feel slightly disappointed that I will be at such a low level at the end of the game. Guess I'm just used to Jrpgs and WoW. I enjoy being levels 60-100 or so at the end, I feel like My character may not evolve enough with just 16-22 levels to work with.
I think you will be pleasantly surprised.
The depth that you can tweak your characters at in those 20ish levels is fairly crazy. I am planning my first 2 playthroughs to be with mages and from what I plan on doing with the talents, the mages will be radically different: one will be more of a traditional straight nuker with some utility, and the other will be more of a CC/DoT/Mez type of mage. And then you can do the buffing healer thing, the warrior mage thing, the druid thing (shapeshifter+spirit heals)... and that's just mages. I haven't touched on warriors or rogues, yet.
So, my advice, is just wait and see. I do think you'll be pleasantly surprised.

I think that is a brilliant idea. I think it is better to have a set amount of available xp in a game, but no set level cap. Meaning if you want to be a higher level you have to see more of what the game has to offer, rather than waiting on random encounters to get you levels up.
Bioware thought so, too.

I loved fallout 3 but I maxed out halfway through. I beat the game having been maxed out for quite a while. Then all the DLC started coming and I was still maxed out for it. Until broken steel came and lifted it to 30.
For those grinders out there, give Borderlands a try I was meh about I picked it up and have been hooked ever since.
