After originally dismissing it I've been giving Blood Mage a try. I found some items like Ring of Ruin, etc., that give + .25 of mana for each health point. The problem is that everywhere I look online these items are listed to give +1 point in mana for every health point.
What is the discrepency here? Does the full effect only apply later in the game?

Thanks. This makes me even less interested in playing a blood mage now. Is it still worth it? Opinions from those who've tried it?

Blood mage is still a valid way to use your second specialty point, but Blood Magic gear is nerfed enough to not be worth getting now. Better to invest in/carry +elemental gear.

It is still worth it. The old setup quite frankly gave you far too big a discount on the mana cost. The ratio is a lot more reasonable now.
If you choose, you can get a full additional mana point with two rings, an amulet and staff.
