Question about Warp Ammo

 I am not sure if this was covered anywhere, if so, can someone point me to a thread? Typing "warp ammo" in the search turned out a ton of topics.

This is the question: I was sniping with the Widow on my Soldier and had Inferno Ammo on. The target had shields and after I shot him, he was left with something like 1-2% HP. The Inferno Ammo effect didn't get applied, even though I did "hit" the health bar, since he was almost dead. The shield blocked the effect anyway.

Anyone knows what happens with Warp Ammo then? If a target has a shield, does the damage % get applied to the armour/health or does that also get stopped by the shield? Basically:

Shield (normal damage)
Armour if present (50% increased damage)
Health (50% increased damage)

or

Shield (normal damage)
Armour if present (normal damage)
Health (normal damage)

For Inferno it's definitely the second example.

That would apply to Cryo Ammo too I'd guess.

If the target has a even a fraction of a shield remaining then the bonus damage from any ammo power (other than Disruptor) will not carry over to its armor or health.

Or to put is more precisely, the ammo % will not be added into your damage at all unless it can damage the target's currently displayed health/resistance bar, because the game only makes a single weapon/ammo damage calculation (not one for each layer). If you have Tungsten Ammo active (+70% vs armor/health) equipped and Harbinger has 5% of his barrier remaining the +70% bonus will not be applied to your weapon damage at all, even though your normal weapon damage would piece his barrier and carry over to his armor.
