You can only open locked chests as a Rogue, not a Warrior.

Once you get a rogue on your squad, and put some points into that rogue's lock pick skill, you'll be able to open locked chests (or rather that character will). You don't have to be a rogue yourself, you just need a rogue with you to have them lock pick. Of course that means carrying a rogue with you everywhere, and you might prefer to have the skill yourself in case you find yourself in a place with chests but have no other team members with you. It's up to you.

Where can you get a Rogue at the beginning of the game??

If you're on the PC there's a mod called Lock Bash that allows warriors and mages to open chests based on strength/magic scores, otherwise you'll need to wait until you get a rogue in your party.

Nowhere. It'll take quite a while before you get a permanent rogue.Paradox wrote...

Don't worry, mostly it's just random loot that makes no difference, and by the time you can actually find something interesting in locked chests you will have met a rogue

Leliana in Lothering will be your first opportunity to get a rogue.

There are several locked chests in Ostagar, the Wilds, and Ishar (and all the Origins except mage) than you cannot open, but most are useless random loot. You will lose some money, but I doubt it will be more than two or three gold.
It is true you can get some of the good, mid-range stuff in the Origins (sorry, but right now the Enchanter Cowl, in your new room's chest in the Maqe Origin, is the only one I remember), but they have a really low chance of appearing (they are random treasures), so don't bother.
Wait until Lothering and Leliana. Oh, and I forgot! Daveth, in Ostagar, will be able to open two or three chests _before_ you leave for the WIlds, but he has no levels in lockpicking, so about half of then (and all of those in the Wilds) will stay closed
