Hi,

This is my first time posting on these forums, I tried searching to see if anyone else had come across a similar problem but it doesn't seem like anyone has.
I'm trying to complete the quests Finders Keepers and Blackpowder Promise, both of which you have to visit the docks. When I arrive at the docks there are no NPCs you can interact with. The NPCS for both quests are gone, and the merchant is gone but his chest is still there. There are other NPCs standing around, but none that you can talk to. If I go to the docks at night then the guard outside the compound is there but obviously I can't complete that quest at night. Has anyone encountered anything similar or better yet have a way to reset an area? Thanks.
