So, I made an Arcane warrior in origins with Stacking Haste effects, and the appropriate Haste Bug mods provided by the Dragon Age Wiki. Bottom line, it worked I created a two hander sword swinging death machine, the damage value INCREASED with every application.
I get to play Awakening my second time around and I find that it doesn't seem to work exactly the same, in fact more applications of Haste sometimes DECREASE my characters damage output.
The decrease usually seems to occur in two ways:
On the Third application of Haste OR
Anders casts Haste
New Haste Bug

Not knowing what mods you are using, it is difficult to comment. Haste does not stack properly in the vanilla game. There are many bug fix mods (and just because one is suggested by the wiki does not mean that it is the best or even recommended--anyone can edit the wiki). Many of the mods do not work the same in Awakening or with the 1.04 patch. This is more akin to a new mod bug than a new bug with the game.

Konous. What you have stated sounds like an old bug come to life overwriting your mod fix. But in a different way. I seem to recall that vanilla prevents you from having stacking haste effects entirely and I'm sure the mod addressed this. There is another issue however. There are scripted limits on speed effects to prevent animation issues or some such crap. What it does is rebound you back to normal speed if you are beyond a certain modifier to your base attack speed, so if you stack beyond that modifier...it resets. This mod(s) probably "used" to address this but that part has been overwritten by awakening. That is my best guess.
