Corrupted DLC due to XBL disconnection?

Searches on Bing and these forums show that nobody is having exactly the same problem that I am, although many are similar.
Recently I have moved to a new residence and so am using a wireless connection from a different source/network. According to the 360 network test, this network connects to the internet but not Xbox Live so for the time being I am not connected to the Cerberus Network. I am using the same Xbox, hard drive, and gamertag/profile as before (and the DLC is physically present on the hard drive) but when I try to play ME2 the prompt says that all my DLC is corrupted and says to redownload them.
Normally this wouldn't be a problem but since I am disconnected from XBL I am unable to redownload them. I've read that playing offline should not affect DLC on the hard drive but this seems to be the only factor that has changed.

Gut instinct would be that you changed your 360 at some point since your original purchase of the dlcs. I will assume that to be true (if not just ignore).

A new 360 would require you to transfer your content licenses so they are associated with the correct console (link in sig); and to fully gain ownership as it were you will also need to recover your Gamertag (link also in sig). These two things allow dlc to be played offline, and are the typical fixes for corrupt dlc messages when not connected to XBox Live.

The catch is you do need to connect to XBox Live in order to rectify the problem. Until you can I'm not sure what you can do in the meantime (probably concentrate on restoring access to XBox Live).
