When we say 50%, we don't mean 50% of THE BAR. We mean 50% into the red or the blue side. Here, hopefully these screenshots will help sort out the bar issues.




I say hello (introduction to act 2 to fenris hey how you doin quest), and this happens.



This means I've gone up 5 points and pushed him into 50%. I can tell, because since this is act 2, his "Questioning Beliefs" quest has now popped up (as you can see in the above image). As well, the arrow on my bar has moved slightly (super slightly at that) and his 50% friendship bonus in his personal talent tree "Tevinter Fugitive" is now lit up.
