Not the best example since it's evolving but in two different ways.
Paragon: Garrus is able to respect authority after his time with Shepard. Becomes the New Executor of C-Sec or Paragon Spectre (If renegade dialog in first game but Paragon path in second and third)
Renegade: Garrus respects only Shepard and throws all rules to the side to achieve his objectives. Becomes Spectre but a ruthless one that takes no path but his own. (Saren attitude, becomes what he despises)
I personally don`t think an evolved Garrus would return to C-Sec as a new Executor. He`d be too high up the command ranks which leaves him only with
more paperwork and meetings, instead of actually doing something. Garrus always felt to me like he`s too impatient with paperwork and convincing people. He`s more the kind of guy to do things and then let people decide whether it`s done well.
So an evolved (I suppose that`s a Paragon) Garrus would sound to me that he evolves to become a trainer/teacher instead, perhaps at C-Sec, perhaps in a different organisation (I personally think he`d probably found his own security company and gets his people hired for particular missions at the Citadel, for instance). He`d be happy to show new recruits the subtleness between following rules, breaking rules and bending rules in favor of getting the job done with the least casualties. He`s proven to be a good leader in ME2 as well.
Another evolved Garrus (Renegade, one might say) would probably go the Archangel-way; mercenary style to get things done. Becomes wanted and persecuted by C-Sec and the Council for causing too many problems when he acts in a sort of Robin Hood-way. He will find himself a group of other mercenaries like a sort of
A-team, but more cynical and ruthless.
A devolved Garrus would probably go back to C-Sec and take up his old job. That`s just throwing all of his experience out of the window and discarding his development.
