I took a look at this last night. .MassEffectSave files are archives. You can extract them to the three separate files and then rezip them and they work (the pc saves) as long as you rename them back to the proper extension.
Regarding the 360 saves (I'm also interested in this as I played ME1 on 360 originally and have my main save there), you can extract the user profile and it will detect properly and display the correct info for your character. The issue is the save files themselves. I tried zipping them into .MassEffectSave format, but it was unable to read the extracted 360 save files... or rather it detected the save files but couldn't read the data inside them.
I compared files in notepad++ and there appears to be extra content at the start of the PC saves. I tried pasting that to the start of 360 saves, but it didn't appear to help. I noticed 7zip reported that the pc saves had an offset, so I don't know if that had anything to do with it and/or encryption on the save file itself. Ideally someone would be able to make a file converter to just decrypt the .sav files and re-encrypt them in pc format.
There also are a bunch of suppress statements in the ini files (bioengine.ini and defaultengine.ini). Perhaps changing some of them would allow 360 saves to be used, as the game was originally a 360 port if I'm not mistaken.
I might toy with this a little more, but it'll probably take someone else with more skills than me. Slightly beyond my expertise.
