That's a silly presumption on its face. If that were Bioware's intent, then why do they have plenty of humans partaking in all sorts of nefarious affairs?
There's a similar tension with Cerberus; Kelly, Ken, Gabby, Jacob, and the rest of them are all decent people, and these so-called "terrorists" are the ones stepping up to save innocent people. Is Cerberus, then, good? What about everything else they've done? What about the Illusive Man?
See, that's one of the reasons I like Mass Effect: there's real-life issues in there buried under all that scifi Hollywood flashbang, and there isn't a clear solution to every problem.
