Mage/Templar question

So, apparently all the mages are locked up in thier towers, guarded by the templars, and only those on official circle business, allowed by the head enchanter are allowed out right? And any that manage to escape without permission are hunted down immediately by the templars with their blood-bottles right?

So how come I'm seeing so many just wandering around fereldon? Just standing around the capitol city, plenty of random encounters travelling, there was even a mage in the employ of that bad arl at the beginning of the human noble quest!
And waht about the mages collective? A mage in full view of the templars with a little stall, outside the tower, across the lake, telling you to go do mage-y things for him!

It just doesnt make sense! If you want to put "oh oppressed mages" in, you have to stick to it! What the hell is going on?!

1) The representative of the Mages' Collective is not actually a mage himself. He just wears a robe. As to why the Collective isn't being hunted down, there are a couple of quests you can do for the Collective where you pass on bribes to the templars.

2) Some of those mages are apostates who are on the run from the Chantry. They have to find work any way they can, which sometimes means working for bad people like Arl Howe or the Carta dwarves.

3) Some of the mages you see are part of an organization that doesn't recognize the authority of the Chantry or the templars, like the Dalish elves or the dragon cultists on the mountain.

I dont think standing around in the middle of the capitol city is really "on the run". How come I've never seen any Templars hunting down these Mages?

I mean, you make some sense, but these mages couldnt be on cicle business when the circle is busy being eaten by deamons.

Because that's not what the story is about. Origins is about stopping the Blight and defeating the darkspawn. The hunting of mages by the templars is relegated to the background as a result.

If you want to see more of templars cracking down on mages, try playing DA2, where the mage/templar conflict is central to the plot.
