The Asari didn't know about the Reapers, so I cut them some slack here. If they knew about them, they probably wouldn't have been as complacent.

I disagree. If a species cannot unify itself, they have no business interfering in galaxy politics. The Volus for example, have no unifying government so therefore cannot speak for all Volus'. However, Humanity did unite and are working as one even though seperate nations maintain seperate governments.

So having a single, one-size-fits-all government for an entire planet (representative democracy hardly works at all in the U.S., and we're talking billions of individuals instead of a few hundred million) is the litmus test for having an effect on the galaxy?
