Anders stays with his lover Hawke while the latter leads the glorious revolution he began. They move around a lot, often aboard Isabela's ship. This brings him in frequent contact with Isabela's friend-with-benefits Fenris, but both Hawke and Isabela insist that they either play nice or go to their cabins to sulk.
Aveline and Donnic are still in Kirkwall. Aveline is still leading the guard, and their continued presence enabled Kirkwall to return to normal, more or less, very soon after the Champion's departure. With the Chantry removed from the city's politics, order has been restored to the city. For the first time in a long, long time, Kirkwall has a viscount that is free from Chantry control. After a brief period of adjustment, the city's populace is doing just fine without templar oversight.
Carver is off making a name for himself in the Wardens. He and Hawke correspond with each other and meet whenever they can, but it isn't as often as Hawke would like.
Fenris has a very casual romantic relationship with Isabela, more of a friends-with-benefits thing than a committed romance... or that's what they both keep telling themselves. He often sails with her aboard her ship, even though this means that he has to put up with Anders's company more frequently than he would like. The two of them have reached a kind of understanding, though, and their bickering has become familiar enough to be reassuring to both of them. An old enemy is sometimes as good as a friend.
Isabela has her ship. She sails all over the place, but somehow, she always seems to know when Hawke and Anders need a quick escape. She complains about it sometimes, but the truth is that she's happy to be able to give something back to friends that stood up for her when she needed somebody. That, and she enjoys an occasional respite from Fenris's brooding.
Merrill is still in Kirkwall, trying to help the alienage elves regain their culture. It took her a while to get over her "the Dalish are the only true elves" attitude, so she got off to a bit of a rocky start, but once she started actually talking to people, she discovered that the differences were not as great as she once imagined. Thanks to Varric, she doesn't need to distract herself by going out and getting a job.
After Sebastian's stormy departure, he went back to Starkhaven to fulfil his threats. He has not had much luck with that, however. His cousin still sits on the throne, so he is unable to order the city's armed forces to march on Kirkwall. As he has no personal wealth and very few mercenaries are willing to be paid with good intentions, his efforts at raising a private army have come to nothing. He is becoming increasingly bitter as the years go by and has secretly begun to return to at least a few of his old vices, though he denies it publicly.
Varric is still in Kirkwall, running his family business, keeping Merrill clothed and fed, and keeping tabs on all his old friends. Sure, he told Cassandra that he did not know where Hawke was, and it was mostly true. After all, how was he to know whether his old friend was at home or out giving a speech or something. He thought Cassandra was asking for an itinerary!
