I hope someone can solve my problem, as for now I have no idea why I am unable to access it, as I have had no problems with dlc up until this point.
I have read on forums that you should recieve a message from an admiral hackett concerning the arrival mission in order to initiate it at your private terminal. Furthermore I believe users have said the message should be sent to you after finishing the horizon mission. If this is true how long after the horizon mission do you recieve it?
This is in fact my second playthrough as I mistakeably deleted my previous saved file and even after completing the game I still was unable to play the arrival dlc?
I'm unsure if this could be the reason for the issue but my copy of mass effect 2 for the ps3 is an american copy that I am playing on a pal console. In order to access the bonus material contained with my cerberus registration code I think I had to input it while being logged into a US PSN account. I may have answered my own question now but if I download the arrival dlc through the us account do you believe it will work then? Because the strange thing is that after retrieving the content with the code in the us account I was still able to log out and continue playing in my PAL account? Therefore I thought downloading the arrival dlc from the pal psn store wouldn't make a difference then?
Would greatly appreciate anyone who can help me with my problem as I am dying to play and finish it before mass effect 3 is released.

It's ok solved my own problem by testing my own theory. I downloaded the dlc through the us psn store (since I have an ntsc copy of the game) and loaded the game again and received the message from admiral hackett to initiate the mission.
I must say though for mass effect 3 any dlc that will mostly likely be released for it, should make it clear to the gamer when to play them or initiate sequences when they should be played so as to not wreck the flow of the story. As Mass Effect 2 would have to be the first game I've played where dlc is so confusing to decipher when is the most suitable time in the story to play them and let alone giving you the option when to play them.
