I want to know if you can intentionally NOT help Liara if you DO have the DLC and then she doesn't end up as the Shadowbroker

No, you can't; Liara becomes the Broker. Whether you do the DLC or not, it's canon.
Thanks for clearing that up

100% right. i think they should've left the sb out and had it as the beggining of ME3 as it kind've tacks clumsily onto the end of ME2. it's supposed to, and no rules here just strictly canon, be played after the suicide mish, but it doesn't quite fit for me, though i like the idea.

Personally I play it before the SM. Having the ability to re-spec your squadmates' points and give them the max for 3 skills and leave the 4th empty is very useful for the people you bring along. It's also a good way to get quick elements, paying a tiny bit to get a ton of whatever it is you need at the moment is amazing, and really helps out if you're lacking in something for a ship upgrade.
i know right? it's a bit of a gyp. if you continue your game after the suicide mish you don't get the chance to restart with an ultra powerful team, but after sb you get a load of points AND an epic money making scheme. the thing is though that only a fool would go for the relay without doing everything they could to prepare, so once it's over you do sb and are left uber powerful with nothing to do.

and you can basicly just farm upgrades by waiting a realtime day then use the console again over and over until you have them all if that's what you want
