Who would it be and why? 
I would choose Samara, cause she already is something like a Spectre. Of course, she needs to override her Code.
I think Garrus is an obvious choice but I think he still is not ready. Maybe he needs more guidance.

Edit: The VS being a spectre- thread inspired me, since some people don't like the idea.

Garrus has actually been attempting to receive Spectre training and his work on Omega proves he is able to gather up a team and challenge three major merc organizations. Garrus.

Have no problem with Ashley being one, I'd pick her myself.

As for others? Garrus, he was up for consideration once already. And Jacob, even though people don't like him, he's got a lot of experience and a level head.

None I'm not a fan of Spectres, but if one was going to join regardless than I would choose Garrus. He would be better for it than most. Plus I can trust him to make better decisions after all that he has learned in the last 2 games.
