To that end, I've always seen Kaidan as a "speak softly, carry a big stick" kind of a guy. Soft-spoken, but he toughs it out through migraines in the military, and keeps his implants in part for stronger biotic attacks. He killed his teacher in a fit of rage, enough to scare his lover-girl from ever speaking to him again! He's got a fire in his belly, IMO.
Kaidan will never do something questionable, but with enough motivation he won't hold back on you.
Jacob is the only other character who seems reasonable enough to be given the power of a Spectre, but in the end he is a gun for hire even though he hates guns for hire. Jacob seems normal on the outside but there are some contradictions in his character. He hates mercenaries, but is essentially a mercenary as well. He is only loyal to whoever he feel like he should follow. Yesterday it was the Alliance. Today it was Cerberus. Tomorrow it could be the Council, but how long would it last until he just joins someone else. A flaw in his character that was never explored enough in Mass Effect 2.
Due to Jacob's major loyalty flaw I can say I don't think there really are any other squadmates who deserve to be Spectres.
Garrus has authority issues that would make him a bad choice since he needs to follow the orders of the biggest authority there is. Garrus just wants to be in charge of himself and being part any organization will lead to issues with him.
Mordin already retired from the STG. After the Reapers are gone I think he'll just want to enjoy his final years. Besides didn't Mordin joke about how Spectres are given less gear than STG? He probably considers STG to be superior anyway.
Samara would not be a good choice, because as a Justicar she would not obey the Council. She might turn on them if they asked her to perform a questionable mission that her Code contradicts. Too idealistic to be a Spectre.
Miranda might qualify for Spectre status. She is headstrong, genetically augmented, a skilled combatant, and not afraid to use any means needed to get the job done. She sounds like Spectre quality. I would never trust her and question her leadership abilities, she is simply not a people person which is kind of a requirement for a leader, yet being a Spectre fits her.
So I would choose Miranda even though I personally dislike her character. Too damn bossy, and doesn't even care about her teammates. She's too, "I'm in charge! Deal with it!" Yet she has what it takes to make it in the Spectres.
My final two are Miranda and Kaidan, and Kaidan is already a Spectre.

Nah, she showed where her loyalties lie on Horizon, when she left the human colonies to be slaughtered because she didn't want her reputation to be tainted by the association with the organization outlawed by the alien-dominated Council. Besides, since when being a nationalist stops one from being a Spectre? Just look at Saren.

She is the muthaf*cking Shadow Broker. Specters and The Council are basically her ****es.
Really why would she WANT to be a specter, when she can pull the council's string.
Shadow Broker > Specter.
On topic Garrus or Jacob or Miranda would make good specters. At least more competant than Ash.

Also, Garrus would be the most likely in practical terms, but I'd actually be rather curious to see Tali in the job... if she could handle it.

Liara is better at handling infomation (she said it herself) despite having some good combat/biotic skills
Zaeed dosen't sound like some one who would do work for the council
Samara is a justicar, they are very strict to the code
Mordin: Is a retired STG agent even though he handle himself well he is in his 30's
