Been a while since i played ME1 so i picked up ME2 since i had time and i have a small tv so i  can barely see what button to click to use it without clicking RB(xbox controller) to use it. Please help me, this would make it so much easier for me.

I don't think that powers are fixed on the power wheel when you bring it up. It's partly to do with what order you unlock them in, and I've had occasions where they have been rearranged on reload. So if you were hoping for an answer along the lines of 'it's the third one from the left' I think you might be out of luck; though let's see if anyone can provide you with a more definitive answer.

Now...why would a small TV prevent you from selecting it? (I take it the TV doesn't stop you from using the controller despite what you wrote, and I assume it's more to do with the ability to view the screen.) I've heard that the old CRT TVs (or SD as they seem to be called now-a-days) can be fuzzy, especially with respect to text. Depending what's available to you I would suggest trying composite rather than SCART (not sure how standard that is around the world), as that should provide you with a clearer picture. Also, perhaps you could try changing the 360's output to a lower resolution to see if that helps.

Like you know the skill selection screen that allows u to see everyones powers and stuff, whats the hotkey of the xbox controller for it, so i dont need to bring up the selection screen to use it. cause i seen some videos on youtube that show people using it without the screen.

That's a very different situation from your opening post.

You can manually assign what 'Y', 'LB' and 'RB' do. The 'default' is usually dependent on the powers you place points on. You'll have to check with your own game to see what you have it set to on default. For obvious reasons I can't tell you what it is.
