If I wanted to take a sibling to do the Legacy quest, would I have to do so either act one or post campaign, or could you take them whenever you wanted- for example taking a warden sibling right at the start of act 2.

If your sibling is alive (Warden, Templar, or Circle Mage), then you can take them.

If your Sibling is Carver, and he's a Templar, this is a great opportunity to hear him act like a complete wad when it comes to the Grey Wardens.
