I feel the need to point out that fired plasma would need to be contained in something. This would likely register against kinetic barriers.
Additionally, the Reapers have been conquering the entire galaxy for at least a billion years. The covies have a territory that covers part of the Orion Spiral Arm. And they only rose up at some point within the period of 100,000 years.
Covie technology is all badly reverse-engineered from their precursors. Their religion actually forbids innovating upon it. It is heavily implied that they barely understand it. They also think a set of weapons of mass destruction will help them ascend to a higher plane of existence.
And as someone already said, the covies fell apart in a matter of days due to civil war. The Reapers all operate under the same will. Such divisive behavior is impossible. And again: at least a billions years of experience and the countless collective minds used to construct them. There is a question of who would win?
Finally, let's remember that these two forces are from radically different universes. Mass Effect is more "hard" sci-fi with the only real fantastic force in effect being element zero. Halo has many more... liberties. This is relevant because it means not all of that technology would be plausible in the Mss Effect universe.
Disclaimer: I don't dislike Halo in the least. Actually, I think it's one of the best series around. But I HATE the covenant. Especially the elites. They shall not succeed.
