I like and prefer the Mako from ME1 to anything else Bioware have done, but since planet exploration is dead and will not be coming back, nor will the Mako, then I'd rather have no vehicles at all. The hovercraft was terrible and I never do those missions. And don't even get me started on the LOTSB taxi. Oh, come on. It may be impractical for ME3 (galactic war and all), but it definitely adds a demension to the game.
Oh, and for development time, there are probably several other things thatcouldshould have been axed because they appeal to such a low audience percentage.

Before I say my opinion I have to say that the Mako wasn't hated for its controls as much as much as the environment it had to be piloted in. The mako did just fine in flat to hilly ground, but the random bumpmapping terrain was just terrible, and the lack of rear thrusters didn't help.
Alright now on to the hamerhead... I think this had been expressed multiple times already, but the hammerhead had fantastic maneuverability. I personally preferred the mako because it felt more... grounded, but the hammerhead was great fun to fly around with. However the thing had frakking paper armor. Even on the easier difficulties the hammerhead would turn to flames VERY quickly. With the godlke accuracy of all the enemies faced while fighting, it led to much rage from me. Its weapons also sucked, I missed far more often with auto-tracking missles than I ever did with the Mako's machine gun! We really need a direct fire weapon.
Other than that, more vehicle opportunities would be great if done right. For example, like you said zakatak, flying one of those gunships during a major military operation would provide both the scale and seriousness of the operation to help set the atmosphere of the game.
Although this is just my personal preference, I hope we don't get any too arcady action sequences. This is a serious intergalactic war with heavy consequences, I don't want to take out a reaper with a gunship or something silly like that.

The mako is far more "grounded", and does a lot to satisfy the desire for piloting a planetary rover on some lifeless surface.

Where the devs messed up is that they portayed both vehicles as having the same function. The HH is built for recon and guerilla style hit-and-runs. The Mako is a sieging vehicle meant for tanking down heavily fortified bunkers head on.
I know what I'm talking about I used to be USAF F-16 crew chief.
