I'm just past Spellhold, and I decided to follow Saemon instead of using the portal in Spellhold to chase Irenicus. I got to the part where he tells me we need to steal the Pirate Lord's ship, and I can get the horn fine. But after that, Saemon isn't at the docks, he's still in the inn, though in the entrance area instead of the bar. When I talk to him he says we need to hurry, but we are then teleported into the bar area for a conversation with the Pirate Lord, though the Pirate Lord is not actually present. At that point I can't do anything to move the plot forward. I can't initiate conversation with Saemon, and running around the island killing all the pirates doesn't help either. The earliest save I have is just before I steal the horn, and replaying from that point yields the same result. I figured this was probably a known issue, but searching the forum didn't turn up anything. I looked at a walkthrough and I think the conversation we're having in the bar is supposed to be happening at the ship. Does anyone know anything I could try here, or should I just skip this and use the portal?
Something's amiss with Saemon . . .

Did you check the far right, lowest level of the docks? That's where he would spawn. You aren't supposed to go back to the inn when you get the horn, but there.

Yeah, that's where I expected him to be, but when he wasn't there I went exploring everywhere else, thinking maybe one of the pirates had fled the battle and he wouldn't spawn until I'd killed them all. When that didn't work I started going back in all the buildings to see if I'd missed something, and that's when I found him in the inn. The dialogue at that point seems to indicate the Pirate Lord has caught up to us and a battle is supposed to start, but once the dialogue is over we're all still hanging out there in the inn.
I've tried restarting several times from right before I steal the horn, which is the oldest save I have, but I'm always getting the same result. I even tried killing the Pirate Lord in his home before I went to look for Saemon, but no luck.
I guess I'll just head straight for the Underdark and see what was supposed to happen with Saemon on a subsequent playthrough.

You might also just try going to the docks and CLUAConsole him in and talking to him with the horn in your possession to see if that triggers what you are wanting.

I thought of that, but I've never used the console before and I didn't want to stop and research. Anyway, I'm on to the Underdark now, so it's become moot. Thanks again though.

You'll keep going. The cap is 8 million if you have ToB installed, no matter where you are.

Well, it comes to late, and with your late save game it wouldn't have helped you anyway, but this problem occurs when you leave the bar to quickly after accepting the quest to steal the horn. If you leave it before Saemon, he will be stuck in the tavern.

I encountered this same bug in my last runthrough. I had to use the CLUA console to force Simon to spawn. It was very hard to look up the right commands - I think I finally found it in an archived post from the old forums that Google found after I spent fifteen minutes looking. It was a total pain in the behind!

nobody trusts saemon, everyone wants the cloak of reflection, which is why you have to pretend to trust him.
at any rate, he is
CreateCreature("ppsaem3")
which must be done at the docks.
if you're quick, you can cast disintegrate on him while he walks away. he's oddly not immune to that and will give you 26k xp. obviously, killing plot characters will glitch subsequent interactions - be prepared to import the sniveling bastard several times.
