Apparently you need to let Owen [Redcliffe] kill himself [I'm guessing lie about not finding his daughter/her being dead] and the new Blacksmith who shows up when Landsmeet is called, will have the bow for sale.
I'm guessing it costs 80g+ like most of the other "epic" items in the game.

I think you're confusing the answers
There are 2 major benefits for Lethality. A crit bonus and the ability to use cunning instead of str. One of these, the cun for str bonus, works on bows and is very noticeable if you have pumped cunning. The other bonus, the crit %, is currently only working for melee, not for ranged.

Yes, but it was my understanding that the original poster did not want to use the weapon as mostly a source of damage, but as something to do out of blizzard range.
Hence, my comment about the higher crit rate because a crit for even a few pts of damage on a frozen minion will shatter them.
If you are making a dedicated archer, then that's another story entirely, but it appeared to me that he just wanted to set up his normal warriors so that they could contribute under the above circumstances rather than sit there looking stupid.

You can kill him yourself when you are supposed to get his help for the Redcliffe militia. Just threaten him and give jerk answers and an option along the lines of "I could just kill you, then" will come up. Kill him, help the milita survive the night, and a new blacksmith with the far song will be in his shop. You can get it right after lothering this way.
Getting far song so early in the game is REALLY helping my rogue archer solo nightmare.

Good to know. I think I'll drop my party members for that. I need to figure out a real reason my character would off the guy xD

How come? Pure Dex is by far the most survivable build. The Attack Accuracy is great also. And after the hotfix you can just equip a Shortbow and do great damage.
