No Live where you live?  You don't need a gold account to buy DLC.  Silver(free) account are able to buy DLC/Arcade games.

Liara always becomes the Shadow Broker.

She will be the Shadow Broker in ME3, the DLC just lets you play through the events

You have to download the DLC... a mission for that unlocks.... just sign up for XBOX live for 1 moth free.... download the DLCs and you are set.

Shadow Broker is a bit of a twist the first time around

Does the guy that lives near you have wireless router? Stealing your neighbor's internet is a lot easier than stealing his cable 10 years ago.

Sign up for Live.  You get a free gold for a month then it goes to silver.  Silver accounts are able to text with others and download game content.
