When it comes to writing, there's a saying that everything that could be done has already been done. In terms of plot, I've heard people say there are 24 basic ones. Others say 7. One lit teacher I had said you can reduce everything down to 2: a stranger comes to town, and a (wo)man goes on a journey. Plots are not really where you get the most variety, though. Usually that comes from characters, dialogue, scene, etc. So if the stories share some superficial similarities, I'm cool with that. So long as the characters are different and the whole thing feels like DA rather than ME.

I actually found that I had little problem playing Legacy as post-campaign content. Aside from the stuff in the mansion at the beginning and end, I didn't notice anything in there that actually contradicted it taking place after (even though I know officially it doesn't). I'm hoping that's the case here, because I'm not in the habit of replaying characters/playthroughs I've already done. And my canon Hawke is a rogue, so this would be perfect for him.

*shrugs* I've been studying lit and writing a long time. When you break things down to their basic components, you really can make those 7 and (usually) even those 2 work. It's a very reductionist exercise. Aristotle would be pleased, Plato less so. But this has little to do with DA2 except to say it fits into the stranger comes to town model, with Hawke filling the role of the stranger.

Seems like Tallis is the stranger. Some of the footage from the trailer is in Kirkwall. I'm speculating here but it seems like they'd meet there.

It's a fair point. Every story inevitably draw inspirations from somewhere, and may share similarities.
Proximity though is the issue I see here. We players of Bioware games may instantly see similarities between their games. Drawing ideas from other media is okay, so does drawing ideas from a close source. But whenever the latter can be avoided, it should IMO, unless there's some great value to it, which am hoping to see when MOTA comes out.
