I am unable to start a new game + with the Shepard that I just completed ME2 with because the game always ends up at a black, unresponsive screen after the Collector ship attacks the Normandy at the part where Liara runs up to Shepard and he is putting on his helmet.  The game doesn't crash as I am able to access the menu and go back tot he main menu but it doesn't proceed any further in the story.

Has anyone else had this issue or is there a way to "skip" past this part in the game?

If you start a new game and character does it work? Trying to find out is it the game or the save.

I'm able to start a brand new game and import an ME1 character just fine. Not sure what it would be able the save game file that could have been corrupted though.

Do you have any other characters that have finished the game? You know the game can get past the point you are hitting, so all the data is there and is working fine, but for some reason the game you want to continue has an issue. The most likely reason is a flag/corruption somewhere in the save you are trying to import. You may try to play another mission/planet in import character and see if you can then save and create a save that will work. Or you may try to look at the save with a modified Gibbed editor and see if you can find anything that looks wrong. But there are pretty good odds that it is local to the character save, unless you can't import ANY NG+ character having tried others.

Do you have the Arrival DLC? If so, try moving the DLC folder to another location, start up the game, save, and then bring it back. Ive noticed some small bugs creep into NG+ since Arrival, especially with Khalisah al-Jilani saying you walked out of her previous interview, even if you handled yourself with grace.
She does remember correctly it if you smacked her in the face though.
