Looks more like the Normandy is on a transport ship in lockdown mode, since its wings aren't spread out and the exhaust ports looks like they've been shut.

Shepard likely turned him/herself in to Anderson, possibly as some sort of deal worked out via Hackett, and Anderson decided to take a little detour. This is taking place mere days after Arrival, after all.

- I know its a pretty stupid thing to point out and might purely be for symbolism but. Why in HELL is CS in his N7 armor with the chains on? I thought the first thing to do to a prisoner was disarm him... what the hell?
Aside from that, Vega's looking like a badass. He appears to be suffering PTSD since Anderson mad the comment about 'Behl' I believe it was. So it actually might turn into a point that Shepard can (if their sole survivor or Colonist) to get to know him, weird as that sounds. Or at least learn what happened there. And whomever said he looked handsome in the comic, I tend to agree.

Anderson made a comment about some incident on a planet called Behl when he first appeared - I can only assume it is/was a planet or station where Vega was once located and as result of it, he ended up on omega to - As anderson put it 'p*ss his life away'.

Hmm... Not sure if this has been brought up before but this is the second time we get a reference to "Admiral Anderson". It's possible that if you chose Anderson to be the human representative on the council he resigned and became an Admiral.
