Udina's the Councilor. They've used him as such in one novel and two mini-comics now. It's a done deal. All that remains to be seen is whether they explain how Anderson lost the job and Udina took over for those who chose Anderson.

I don't think this is going to be a wink, wink, nudge, nudge cake walk for Shep. Although, with Anderson....perhaps it is show for the Alliance guards that are there....oor...arrgghh1
This thing opens up more questions than it answers.
But basically, it's prelude type thing. So, we meet Vega I think on earth. Because that's where ME3 is supposed to open. This just gives some back story on Vega and how he got there, and his....issues.
I think Shep is in chains on earth. someone pointed out that maybe Vega is the only guy Anderson could trust to guard Shep because others might kill Shepard. (Or, Anderson thinks Shep has some Cerberus operatives inside that would free her...) Ugh.
There may be some kind of Alliance regs that a prisoner as tough as Shep needs to be in chains while in the brig, but I suspect it has more to do w/ comic book iconography than anything else. The chains and N7 logo are there only to denote that it is Shepard and he/she has been arrested. It’s a visual cue to underscore what we are being told, nothing more.

Well... running from the Citadel, not telling anyone what's going on, taking part in an unauthorized military operation, and then crash landing first on Omega and then on the biotic academy station... and all that FOR A GIRL, sounds like enough materiall for stripping anyone from such a position.

Your complaint was that we didn't learn anything about him other than "the fact that he is a walking slab of meat". Well, we did, regardless of whether or not it was as in-depth as you'd have liked.

Yeah, problem with that is that he wasn't Councilor when he did all that. He starts the book as an Admiral, and Udina's already Councilor.

Yes, that's stated in the book, however the fact that he's Udina's assistant is also stated, meaning the book follows one of the two alternative choices, I never seen a BioWare person say that the book sets canon, the policy always was "canon is what you did".
With this in mind, if you choose Anderson as a councilor - he most likely would be stripped of that status for what he did in the book, if you choose Udina for councilor - he did what he did and he had no status to be stripped off.
Both ways - he's no longer a councilor and nobody can complain that his choice did not matter.
