Trouble with targeting enemies and talking to NPC

 In Mass Effect 2 i have difficulty "locking on" to targets to use powers and give squad commands. The cross hairs will switch between orange and red or sometimes it won't even turn red even though I'm clearly pointing at an enemy directly in front of me no matter how close or far away I am. Also in non combat situations I have a similar issue when using objects or speaking with NPC's. I've been dealing with this problem for awhile and it was highly irritating but I worked around it, though it reduced the experience of playing the game. Right now I'm stuck because I can't open a valve in the Suicide mission because I can't target it (the little box thing won't turn blue). I purchased and launched this game through Steam and they were no help. Please I want to finish this game so bad.

Most common issue with targeting such as your are talking about is low frames per second on your video card. The most common causes is a lower end card being forced to run too high a resolution or a bad driver that is interfering with smooth running of the game.

Since you didn't post any stats of your machine or the drivers you are running I can only guess at which it is.

Ok I registered and here is the information from the configuration utility. I don't really know what this all is but here you go.

I have not modified my game that I know of. I wouldn't know how to do it in the first place. It's been happening from the beginning. In the non combat situations I would have to try pointing at the character from different angles, positions and repeatedly hit space bar and hope that eventually I would activate conversation or action. it's the worst with Mordin, and as I mentioned I'm in the suicide mission and I can't even get the a valve to open, like number 4 or so and since I'm being shot at I can't try moving around to try to get it activated.

As Bogs warned you, that PC isn't good enough. The 8400 is so bad that the developers NAMED it as unusable for their game. If the display allows you to reset to some really coarse screen resolution settings, you can mitigate the effects of having such a terrible video device somewhat. Laptops do not allow normal graphics upgrades the way proper gaming PCs (desktops) are able to be adjusted for better performance.
