Lies. Human characters in ME are plenty interesting, complex, and compelling... other than maybe Jacob (who didn't lack for potential, but writing was god-awful).
Vega is already more interesting than Lame Comic Relief (Grunt), Cliched Badass-Assassin (Thane), and Warrior Monk (Samara).

Anyway, on a more serious note, I disagree on "he can't have X's attribute". I see the point you're trying to make, but execution is more important than the actual tropes/plot hooks one uses to build a character. Case in point: Dragon Age Origins. Two companions, Leliana and Zevran, were both bisexual rogues from foreign lands hunted by someone from their past. And yet, they were utterly different characters.
You could build Vega from the concept used for Garrus and he'd probably turn out fine.
To answer your question: he needs what every character needs to be likeable. Hidden emotional depths, a strong connection to the plot, or simply very witty dialogue.

Also, please give him a sense of humor and don't make him submissive in nature. I want him to be like any marine buddy with a smart-ass mouth and a tough-as-iron attitude that says **** you all, I can dish out as much as you can do to me!

Nope. Nope, nope!
From the comic it seems like he's a mix of Ashley and Shepard with a lot of naivety about the world. That's nothing like boring Jacob. We know Jacob might contemplate beating Batarians up with a T.V. but the priiiizzeeee...for winning the card game would make him go the boring route.

The simple fact that we don't deal with aliens on a day to day basis makes them more interesting to me, I deal with humans every day, I welcome a change of species.

Strictly imo, but the only thing interesting about the comic was the TV attack. Everything else just made him more boring. (great, another squaddie with issues, join the club. )
