If Vega would be just for those who nuked Kaidan, he'd be a Sentinel. However, he's soldier, and "you saved a Soldier, so you'll get another Soldier" will be strange.
And I think if there would be two interchangeables, this would be mentioned already - like "warning: you'll get this guy if your VS is Ash".

The Virmire Survivors are already pretty interchangeable as it is, I don't want another character being interchangeable (apart from gender) dependant on who survived.

Every game they've given us a human male and a human female as the first two permanent companions. You start out with the human male and some other human male who invariably dies, then you meet the human female. Afterwards, one human companion will offer you sex based on your chosen gender. Although, I believe the gender-specificity of this part of the pattern will not continue into the third game, there will be sex-offering human companions nonetheless.
So yeah, I believe a human female companion is on the way.

Same here. I nuked Ashley because, hey, she's lower ranked, and also isn't a biotic. She has no real assets to Shepard's team, unfortunately. She did her duty, and I was sad to see her go, but... Kaidan was the more practical choice.
