I'm trying to play Dragon Age Origins, but I'm getting the message that the EA servers are no longer available. Are the permanently down from now on, or am I receiving an incorrect message? And will it have an effect on my gameplay and DLC? I live in Europe, NL to be specific.

To answer your actual questions you've posed here: no, it isn't an incorrect message as such, though it's exact nature only EA knows; it shouldn't have an(y) effect on your gameplay or dlc.
Connection to the EA servers isn't necessary to play the game which is why I ask is there any particular reason fellow gamers facing this server problem insist on connecting to the servers. There are certain website features that won't be updated, like characters and story updates, but it's not as if the game needs a connection to be played.

For me, it is simply annoying as I would like to keep my online profile and actual game play in sync, since this is (I assume) the social intention of their feature. For example-- to see what other people have unlocked as accomplishments, their character creations, and their screenshots - etc...
The servers worked for me about 4 days after purchasing and downloading DAO UE 2 weeks ago from amazon and then has not worked since (doesn't even attempt to connect, just get the message immediately when trying to do what the OP did). I have read the past issues from over a year ago and see the same issue happened then and seems to be happening now as well. The FAQ has some mention of it, but the bulleted items are vague and they do not provide enough information for you to understand HOW to correct the issue as they state that it is your issue, not their issue (your account, your firewall, etc.) They say about 10 or so reasons but give you no idea how to figure out if any apply to you and then if so, how to fix it.
Bioware hasn't made it obvious why the issue occurs and if there is a fix for it, at least that I can find and I am tired of spending time to look for a solution so. I am now going to delete the content online since I have now made it through 2 plays and created my own morphed character and can't even share it with others, it looks only as if I have played for 4 days and made very little progress. It is annoying that they offer no resolution to an issue that is over a year old now. If they have, I certainly have not been able to find it here, the wiki or google.
Anyway, that is my 2 cents. No, you do not need to connect to the servers to play (thank goodness it was connected when I needed to unlock my content), but you SHOULD be able to connect and sync between your gameplay and the sharing features you are supposed to receive here if you want. And you can't, at least not consistently.
I think that is simple bad customer service. IMO they should fix it or remove it.
