In this order, my guesses are

1. Balak
2. Rachni Queen
3. Rana Thanoptis

Balak is kind of the obvious choice. Rachni Queen decision however has potential to come back and bite you. We still don't have any assurance that she dealt with us in good faith. Rana is possible, but less likely than the other two. She doesn't have an axe to grind like the other two might.

I'm not sure if it's Balak, cause not everyone got the Bringing Down the Sky dlc I know you get a letter in ME 2 if you had the dlc and saved the hostages. So considering he made no appearance in ME 2 so people who never got the dlc for ME 1 or PS3 players who never played ME 1 and its dlc's or got the choice involved with it about saving the hostages or killing him and no mention of it really in ME 2 it might be confusing about him just popping up in ME 3.

Nah she has a thing for Shepard.

She's also got Thorian spores in her brain and was indoctrinated.  She could have a relapse on either one of those.

And she TOUCHED me.  WITHOUT my permission.  FRIEND ZONE FOREVERRRRR.

Where does it ever say that we actually COULD have killed the character?

Simply because the character taunts us for not killing them doesn't mean that we, the player, actually ever had a choice about it.

Its Conrad!!! Or Toombs maybe.

Not Conrad! Please!

Toombs on the other hand would make a rather interesting adversary.

I get the feeling that some legacy from the Thorian is going to give you no choice but to take her out. I really hope I'm wrong.

Who was the head of the Noveria research offices? I know I wanted to kill him and the corporate spy in the ugly pink dress ... but I hated the Renegade hit. Still ... it is fun to do and then reload back.

Or maybe ... Miguel, the asistent at the very first who is kind of nuts and probably was affected by the beacon.

One person that I would hate to see is Talitha, but she is only there if you took the Colonist background.

I still think Balak is the obvious choice. But if you look at what we know about ME3, it will have Kasumi and not everyone will have got that DLC either. It even starts off with Shepard being charged for actions during Arrival.

In that case, how about Udina?

Maybe it is Toombs? Granted, he should be grateful if you (like me) opted not to kill him, but after the e-mail he sends to the Normandy in ME2, it would not surprise me one bit if he tries to somehow screw Shep.

#edit
Have yet to play the ME1 DLC with Balak, but from what I have read, he seams like a more feasible choice than Toombs.

While I understand that the events of Arrival and LotSB are cannon and happen even if you don't get the dlc's for story reasons as Bioware stated a bunch of times. To me though to bring in Balak and the Bringing Down the Sky dlc's choice from ME1 which PS3 players and people who never got the dlc never made or have had a chance to make and it's possibly consequences. Also the Arrival and LotSB dlc's have set outcomes that happen no matter what, Liara is always the new SB and Arrival will always end with the Mass Relay being destroyed. The people who got the dlc had a choice between killing Balak or saving the hostages, so Balak isn't even sure to be back cause some may of killed him in ME1.

I've got to go with Shiala on this one. Speculation could suggest that the Thorian implanted her with a part of its consciousness hence the green skin. She could be flirting with Shep to lure him into a trap. But its easily argued that she's green just because she was part of the thorian but who knows.

Presumably it would be someone who thought Shepard, at least, had the chance or motive to kill them, otherwise it would seem to be an odd thing to say.

Shiala wants to get it on, not kill you.

As far as Conrad, you can't kill him. You can threaten him and shoot his foot, but you can't kill him. He can go off and get killed, but you aren't the one doing it.

Killed Balak and Rana, not the Queen though. But she seems sincere.

I'd be pissed if it does turn out to be Shiala. And I'd still let her live in ME1.

So is BW saying that the best (only?) way to avoid an eventual showdown with her (2 games later) is to execute her while she's on her knees?

I killed her only once, with a Renegade Shepard named Cheney, and that character is all set to get hit by the karma train in ME3.

Ooo, what if it's Vido? I sooo want it to be Vido. Five reasons:

1. It pretty much means we'll have at least on mission with Zaeed again.

2. I always hated that smug jerk but couldn't let innocents die. So cathartic.

3. Blue Suns. Fighting Blue Suns is always fun.

4. The dialogue would be awesome. The smug snake's constant belief in his own unstoppableness and the fact that the quote suggests he knows what he's doing would make it just so satisfying to prove him wrong.

5. ZAEED.

I would be more than disappointed if it is Shiala.

Thanoptis isn't a fighter, and honestly she is a bit of a coward. If she is holding a gun on me and says that I would use the renegade interrupt to slap her gun away then break her neck.  The paragon interrupt would probably be to just slap her across the face, at which point she cries and runs away.

I still like Toombs for this quote.

Ha Ethan Jeong would be an interesting one though.

There is always Harkin. We met him in ME1 and had him at gunpoint in ME2. Even if you let Garrus shoot him, it was only in the leg. He fits all the criteria.
