Are the spirit healer, and arcane warrior the only specializations availible that the Chantry condone?

I don't believe they have anything particularly against shapeshifters, but I could be wrong. I'm not sure if the Circle teaches shapeshifting, though.

The Chantry condones all magic in general. I assume you mean the Circle? In that case the only 'barred' magic I can think of is blood, shape shifting has no connection with demons, at least not like blood magic does. There's no reason to be against it.

Just checked the wiki. My original assessment was a little off. While shapeshifting comes from barbarian magical traditions and was not originally taught by the Circle, it has since been rediscovered and incorporated into their magical traditions.
So, as near as I can figure out, from the Circle's point of view, blood magic=bad, arcane warrior and shapeshifting = okay, and spirit healing = awesome.
