I have searched the forums but every build I have come across requires either a DLC weapon or ability like Blood Thirst. I don't have any DLC at all and I don't have Awakening so with that in mind what is the best build I can make? I want to DW and I don't mind if it's warrior or rogue. I just want to deal as much damage as possible.

I'd appreciate if you can post which weapons to use and which stats to raise first. Thanks in advnce.

Edit: I do have Shale's DLC. I just realized it counts as DLC. I always think of it as part of the original game.

Stats

For a rogue you have a couple options stats-wise, either max Dex or max Cunning. A max Cunning build requires you to get Lethality before it will be effective and it may have problems hitting things intitially since Cun doesn't increase attack, so it will be weaker in the early game; but ultimately it will do more damage later on since you will have both high damage and high armor penetration. A max Dex build, meanwhile, will be stronger earlier on in the game but do less damage later, and has the added bonus of giving you a massive defense score.

With either build you want to raise a little Dex initially, as even with a max Cun build you want enough Dex to equip the best daggers and get DW talents. You want a bare minimum of 24 Dex, enough to get Momentum; from there you can equip various Dex-boosting gear (Shadow of the Empire, Helm of Honnleath, Felon's Coat, Harvest Festival Ring, Key to the City, Silverhammer's Tackmasters, Andruil's Blessing, Dalish armor pieces) to reach 30 for equipping dragonbone daggers. You will need more for the end-tier DW talents, but you can easily do without those if you'd rather just focus on higher auto-attack damage.

You also want enough Str to equip the best light armor, in other words, 20. You shouldn't have to actually invest any points into Str in order to reach this benchmark, though. You can get 4 points of Str from the fonts in the Fade and then temporarily equip +Str gear to raise it up to 20 (once again, Andruil's Blessing, Key to the City, Harvest Festival Ring).

A warrior's stat build, meanwhile, is pretty straightforward; maximum Dexterity. Dex and Str both contribute to dagger damage and attack rating, but Dex also boosts your defense. If you want your warrior to be tanking as well, then obviously you'll need to boost your Str up enough to wear massive armor, but otherwise just go max Dex and roll with light armor.

Gear

Also pretty straightforward, you want The Rose's Thorn and a dragonbone Crow Dagger with 3 rune slots.  Dead Thaig Shanker is also good on a Cunning rogue.  Since these weapons can all be tough to acquire until late in the game, good choices to use until then which can be found very early are Olaf's Prized Cheese Knife, Beastman's Dagger, and the tier 2 Thorn of the Dead Gods that you can buy in Lothering.  For armor and accessories you want +Dex (+Cun also works on a rogue, but +Dex is easier to come by), except on a warrior doubling as a tank, in which case you can pick whatever heavy or massive armor suits your fancy. Good gear choices to consider include:

Helmet: Helm of Honnleath, Quicksilver Arming Cap (for rogues)
Chest: Shadow of the Empire, The Felon's Coat (best), Ancient Elven Armor
Gloves: Dalish Gloves, Wade's Superior Drakeskin Gloves, Red Jenny Seekers (best for a rogue)
Boots: Silverhammer's Tackmasters, Cadash Stompers
Rings: Harvest Festival Ring, Key to the City, Ring of the Warrior, Dusk Ring (only for a Lethality rogue), Lloyd's Magic Ring (only for a warrior or non-Lethality rogue)
Belt: Andruil's Blessing (best), Dwarven Warrior's Belt (Dwarf Commoner only), Ornate Leather Belt (last two boost Str, so are best on a warrior or non-Lethality rogue)

Thank you very much WJC3688. From that I understand since you say to go DEX if I go warrior I should use two daggers?

Yes, dual daggers is best if you want the highest DPS, regardless of whether you're a warrior or a rogue.

Duel Dagger Dex based Warrior does great damage, and has high survivability.

If image is a problem for you, the later daggers in the game are as big as swords.
